Why doesn't Israel have family and friends?

Hi, I live in Israel, and I want to know why don't we have a family and friends option?
its really annoying that if someone needs to pay to me he can easily write a convincing letter and get his money back, I lost 4k nis money only because of this stupid feature.
ALL the countries has this options, but only Israel does not.
Please let me know why it does not have it, I've seen people struggle with it since 2016. why its still not exists?
I hate when I say it, but I need to know why and when it will be available (if it will).
I've seen people move to another platforms and payment methods only because of this option not being enabled in the geographic location. please. help!

Paypal varies enormously from country to country dependent on what the banks and governments of that country allow it to offer in the way of services.

There are loads of countries that do not have the friends/family option.

Have you considered xoom instead?
