Why the week long authorization hold on my checking account despite transactions posted and cleared?

Despite my Ebay purchases paid with PayPal being posted and cleared, about two to three days later, I see an authorization hold on my account from Ebay/Paypal for those purchase amounts that doubles the debit of funds from my account and just sits there for up to 10 business days after all transactions are posted, cleared and complete.  The duplicate hold remains, limiting balance and access to account with no explanation. Merchants have been paid. Ordered items have been shipped and in some cases already received yet the false duplicate authorization hold from PayPal remains on the account. Why are they sitting on my money when everyone's been paid days ago. Unacceptable that my checking account gets frozen for 10 business days becauise I bought a couple of used CDs on Ebay. WTF??

I'm sorry to hear that you have experienced trouble with a recent transaction. Based on the information you have provided, it seems like payment is processed as authorization. Authorization is an agreement between you and a merchant to purchase an item for a specific amount of money. A merchant can capture your payment at a later date if your item needs to be assembled or isn’t available. Some merchants will accept partial payments until you’ve paid the full amount. A capture is successful after it moves money from your PayPal account to the merchant’s PayPal account. After the merchant receives your authorized payment, your payment status is ‘Completed.’
 

In this case, if the person you sent money to doesn't claim the money within 30 days, the full amount will be returned to your original payment method and all holds are released. It can take up to some days for the money to appear in the merchant’s PayPal account. We’ll send you an email after the merchant is paid. You’ll need to contact the merchant to cancel an authorization. If the merchant is refusing to cancel the authorization or refund the money, then you can wait till the payment gets completed and then we encourage you to report it in our Resolution Center as soon as possible.

PAYMENT WAS ALREADY COMPLETED - NOTHING TO WAIT FOR - UNAUTHORIZED HOLDS ARE A DUPLICATE CHARGE

"...seems like payment is processed as authorization." WTF does that mean?? My payment is a single payment. The authorization is for ONE payment, not two. Not any hold. No hold on funds is authorized AFTER payment is complete.

Wrong. Once I've paid the merchant. That money is gone from my account. It is wrong to place a duplicate debit on my account as a pending authorization after the original payment has posted, cleared and completed. The merchant has already been paid. No authorization agreement exists aside from the payment. An account must not tolerate the charge and a simultaneous authorization hold. The two cannot debit an account at the same time. Once the payment clears, the hold must automatically be removed. Ten plus business days of duplicate debit on account is unacceptable. No party to the transaction will remove the hold upon request. Won't be using Paypal ever again.
