Hi I am unable to WD funds to my card says unavailable at this time, what does this mean? I have just added the card as my old one is no longer in use

Sorry to hear that you're not able to withdraw from your PayPal account. It is entirely possible that you could be running into our security system. To provide one of the safest online payment services our internal security system reviews every transaction before it's approved. I recommend you to try again at a later date.
