Can't withdraw from Fiverr, "Refused by service provider"

I've been trying to withdra from from Fiverr to PayPal, to no avail. Every time I try withdrawing I just get "Refused by service provider":

Sending money to people works, and I don't think I have any restrictions because I live in Ukraine. No idea what's wrong, any help is appreciated.

Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link.

You still can't do commercial transactions and receive goods/services payments which is what a Fiverr payment would be.
