How can I stop a continuous payment that gets taken from my debit card?

We understand that you want to cancel the automatic payment from your PayPal account. It sounds like this may have been a billing agreement or subscription. You can find the automatic payments also called subscriptions details on the PayPal website by following the below mentioned steps:   
Go to Settings.
Click Payments.
Select Automatic payments.
Select the merchant.
You can cancel the automatic payment on this page. Kindly refer the help centre article to know more about What is an automatic payment and how do I update or cancel one?. 

You can also reach out to our customer support team to know what can be done next or to get an understanding of the possible solution to the issue raised. Please reach out to the Support Team during business hours by clicking the Contact option at the bottom of PayPal page.

I set autopay conversion settings to "convert with my bank", and autopay went well for years. But everything was ruined from October 17th. I got extra charged and my paypal receipt showed this:

PayPal's Conversion Rate: 1.0000 CNY = 0.1344 USD
Converted From: ¥119.03 CNY
Converted To: $16.00 USD
This rate includes a currency conversion spread.

 

What is going on? When will autopay rate return to normal?
