Online payment problem

Hi I use debit card with USD currency, I want to transfer money Via PayPal. So, each time I start to pay I got this message "We couldn't complete your paymentfor you, To get your payment working again, Check your accountor contact us". So, please inform me what is the problem, my account is active and I don't know from where should I start. Thanks

In your country you can only withdraw funds to a visa credit card OR if you are a U.S expat living in Egypt you can link a U.S bank account.

You can't add a virtual/digital U.S bank account or a USD currency account.

I want to tell you that, PayPal already deducted 1 USD and Returned back to my account during the registration phase of my Card. That means the Card was working.
