Paypal don't hold funds in a balance unless the payment was 'sent' and not 'refunded' however they can be pending as below.

Pending refunds can only happen for two reasons.

1. The seller has issued a refund from their bank account which takes time to process.

2. You funded the payment to the seller using bank transfer. What PayPal do here is credit the recipient on your behalf (so there is no delay in despatching your item). Then if you receive a refund in the meantime they are unable to issue this until the original bank transfer completes.

ONCE COMPLETED THEN AS LONG AS IT WAS AN ACTUAL REFUND ....................

If you funded the original Paypal payment to the seller from your bank account or a card then once marked refunded/completed it will automatically go back to that bank account or card.
Normally it can take a few days up to a week to go back to a bank account. Paypal say allow 30 days for a card (1 billing cycle) but its rarely that long.
(Can vary according to country though).

Dates given are an estimate dependent on the person refunding's bank accounts processing times.

The first reason you stated is most likely my case, the problem I'm having now is the rate for refund reflecting on my PayPal has passed , I've also contacted the seller and he has sent me evidence of the payment been cleared and taken from his bank account

Did you read the last sentence that I posted above the link?

Secondly echeques which is what paypal use for refunds go via ACH in batches and can take 5-7 days after leaving the senders bank.

Hello,

Thank you for taking an interest. After many days of emailing and phoning to PayPal and my bank - of anxiety and frustration enough to bring me to tears, I believe that the problem has been resolved.

Apparently if the transaction occurs within 24/48 hours (the insurance company taking the money, then refunding)  my bank isn't informed, therefore they were unable to settle the problem. PayPal said that my bank had to issue a certain warrant to enable the money to be released!

PayPal were obviously confused. It wasn't until I messaged them, after 46 mins on the phone to my bank, to take a more detailed look at the transaction  that the PayPal representative (who was incidentally very patient and understanding) suggested the above.

I was so relieved and had a stiff G&T to celebrate!

I had two refunds from same vendor for 59.95 each back to PayPal credit but I see no reduction in PayPal balance as a result. Please advise. Thanks

Same thing happen to me, Paypal is holding close to 2k in USD and blaming that sellers bank did not cleared transaction and seller did sent transaction, for 15 days now paypal is holding and blaming seller! I will remove paypal from my payments options, this is beyond ridiculous, and paypal doesn't know when money will be back to my account. I have proof from sellers bank ach refund, yet paypal is saying bank didnt cleared it, sounds like paypal is using my money while there holding it, paypal is not safe anymore.
