Paypal is holding a refund and won't put it in my bank account

I am furious. I can't speak to a real person. PayPal is hold a large refund and won't transfer it to my account.
Nothing I have tried so far works.

Paypal don't hold funds in a balance unless the payment was 'sent' and not 'refunded' however they can be pending as below.
Pending refunds can only happen for two reasons.
1. The seller has issued a refund from their bank account which takes time to process.
2. You funded the payment to the seller using bank transfer. What PayPal do here is credit the recipient on your behalf (so there is no delay in despatching your item). Then if you receive a refund in the meantime they are unable to issue this until the original bank transfer completes.

ONCE COMPLETED THEN AS LONG AS IT WAS AN ACTUAL REFUND ....................
If you funded the original Paypal payment to the seller from your bank account or a card then once marked refunded/completed it will automatically go back to that bank account or card.
Normally it can take a few days up to a week to go back to a bank account. Paypal say allow 30 days for a card (1 billing cycle) but its rarely that long.

Did you read the last sentence that I posted above the link?
Secondly echeques which is what paypal use for refunds go via ACH in batches and can take 5-7 days after leaving the senders bank.

Hello,
Thank you for taking an interest. After many days of emailing and phoning to PayPal and my bank - of anxiety and frustration enough to bring me to tears, I believe that the problem has been resolved.
Apparently if the transaction occurs within 24/48 hours (the insurance company taking the money, then refunding) my bank isn't informed, therefore they were unable to settle the problem. PayPal said that my bank had to issue a certain warrant to enable the money to be released!
PayPal were obviously confused. It wasn't until I messaged them, after 46 mins on the phone to my bank, to take a more detailed look at the transaction that the PayPal representative (who was incidentally very patient and understanding) suggested the above.
I was so relieved and had a stiff G&T to celebrate!
