We have provided a client with service online classes and she has started the class almost a month now and she is enjoying the service .PayPal has held the money for 21 days . And after the money has been released into our account we are not able to withdraw the money from my balance till now. And we have reached exactly 30 days today .
PayPal has put a permanent limit on our money 180 days for meanwhile the client has received the service.
Can I refund the buyer ? is it possible for the buyer to get the money back within two days when I issue the refund?

If the buyer opens a dispute for ''service'' not received then escalate it to a claim which you do not challenge then they should get a refund.
Advice is voluntary.

THE CLIENT HAS RECEIVED THE SERVICE AND ENJOYED IT .
AS PAYPAL A HAS PUT A PERMANENT LIMIT ON MY ACCOUNT AND I CAN NOT WITHDRAW THE MONEY TILL 180 DAYS , I WOULD LIKE TO REFUND THE MONEY TO THE CLIENT . IS IT POSSIBLE FOR THE CLIENT TO RECEIVE BACK THE MONEY WITHIN TWO DAYS WHEN I ISSUE A REFUND?

I understand you'd like to process a refund to the buyer, but your account has been permanently limited. I'm sorry to hear that's happened. Sometimes, when an account is permanently limited, you can still process a refund. You can learn how to issue a refund on our Help Center here. If you receive an error message, you would need to wait until after the 180-day timeframe has expired to withdraw.
