Seems self-explanatory to me, it means sorry you are waiting but they can't connect you at the moment !!

Thanks captain obvious, it actually isn't self explanatory at all, dies it mean they cannot connect to the Internet, cannot retrieve the money from the bank, can't find the address I have given them, there's nothing explanatory there whatsoever, I haven't had this come up before so I am at a loss and I've got a gutmy waiting for his payment!!!!!

When you see a message like that, I recommend restarting your router and device to ensure there's a strong internet connection. After that, clear your cache and cookies on your favorite browser. If you're using the PayPal Mobile App, you'll want to clear the App's cache in your phone's app settings.
