not letting me add money at a store anymore it says its not authorized?

I have always added money to my paypal account at my local grocery store. Recently the past 3 times it said it wasn't authorized to add money? Did paypal change how you load money on the cards now?

no, i've tried for 6 months now to load money and my local safeway just no longer lets you. It's not just my card apparently because my local safeway has stopped loading any paypal cards for this reason.
