paypal's xoom didnt transfer money to recepient account

I conducted a transaction using Xoom, a PayPal service, to transfer funds to my Payoneer account on 8th June. Unfortunately, the money never arrived in the recipient's Payoneer account. After contacting Payoneer, they informed me that the funds were returned to the initiator account on 10th june . I raised my concern with Xoom, but they refused to help resolve the issue. Similarly, when I contacted PayPal, they also declined to assist with my problem. Despite my efforts to seek a resolution, I have been left with no other recourse but to consider pursuing legal action to address this matter. plz help

Paypal does not support Wise / Payoneer (or any other virtual banks).
Whilst you can sometimes add an account it wouldn't work properly and Paypal advise you against trying.
If you do succeed then Paypal wouldn't be responsible for any missing funds to or from that virtual / digital bank account.
Advice is voluntary.
