Can't register US credit card from the Philippines

Hi! Have been trying to register a US credit card that I used before and couldn't do it anymore. I created my account in the US and now based in the Philippines. The US card was a Mastercard and my other VISA card is also not recognized. Only Philippine based address can be used even though that the US address is still valid as my family is still there.
Have checked the other responses here in the community and nothing works so far. I have also asked help with PayPal assistant but takes long to connect. Hope to hear from anyone that found a way and thanks in advance!

You can't add another countries card to your paypal account as the billing address of the card has to match your paypal account address.
However as paypal is a U.S company you should be able to link a U.S bank account.
Advice is voluntary.
