Paypal charge 1.95 USD for verify card but never return card statement or the money

I am sure they charge me 1.95 USD, I have checked my number. But never see any card statement, and the transaction doesn't even be listed in activities, I have no idea what happened, this is the second time this is happened, a try once last year, some task distracted me so I forgot this event, now the issue keep repeat again, more than 2 weeks since I was charged

 

Evidence that I already charged (because the transaction doesn't list in activities) , you can see if I click to "verify your card"

After 2 step, this pop-up will appear

This means it has already been charged, if not it will ask me for charged

PayPal is telling you to check your card account for the $1.95 charge with 4-digit code. Are you saying you do not see or cannot find the code in your card account?  

When you confirm your debit or credit card, we'll make a small charge to your card. This charge and a 4-digit PayPal code will appear on your card statement within 2-3 business days. If you request the PayPal code more than once, you’ll find more than 1 charge on your card statement. You need to use the latest code that you've requested.

 

If you don’t have access to your card statements online, you can check for the 4-digit code when you receive your next card statement in the postal mail.


You can also try calling your card issuer and ask them to look up the charge internally to check the transaction details for the 4-digit code.

 

Here's how to finish confirming your card with your 4-digit PayPal code from a web browser:

  1. Go to your Wallet.
  2. Click the card you want to confirm.
  3. Enter the 4-digit code and click Confirm.

After you confirm your card, we’ll immediately refund the charge. Your card issuer will credit your balance within 30 days of the refund date.

 

If you don’t confirm your card, you’ll get the small amount back automatically 75 days from the date of the charge. In certain jurisdictions, the credit may not actually post to your card for 30 more days.

 

If you remove your card or close your account before receiving the refund, the refund may fail. In that case, simply contact PayPal and PayPal manually refund the charge.

  3. Click Credit or debit card       
  4. Click Add and confirm      
  5. Click Message Us or Call Us after the “This information might help” box.

You may want to think about linking a different card if the card you linked doesn’t show code.

I need a real answer from someone that actually knows what to do. Your answer seems long and sounds wordy but actually just copy-pasted from the template. 

 

First, a customer like me usually doesn't want to waste time posting in a forum like this, we are usually tech-savvy people, and before wasting time in the forum,  we already checked a bunch of tips or videos elsewhere and are sure what we need to talk about. So if I don't see any card statement, it was. Your link is even more useless. I don't know why you send that kind of link. 

 

Second, the Paypal system is impossible to reach, when Microsoft Azure or Spotify is a very nice support in live or ticket systems. Your company's support system is just like a joke.
