Cannot complete verification of linked ZEN card

Hi, I linked my ZEN card in PayPal, but verification is still in progress for 6 days. I see in the ZEN app that I had 1 USD withdrawn from my card and the status of the transaction is pending. Also I cannot transfer money from PayPal balance to my ZEN card. Please tell me how long it will take for verification to be completed?

Paypal does not accept all cards so you may get the message the card is declined. If the Visa you are trying to add is virtual or issued online you may need to try another card.

I can send money to another PayPal user using my linked ZEN MasterCard.
But I cannot transfer money back from my PayPal balance to my ZEN card.

Could you please tell me what can be done in my case?
I tried to Ask PayPal Assistant at Message Center but they always answer me the following text: I'm sorry, but no Customer Support Agents are available at the moment. Please try again later or browse the PayPal Help Center for answers to frequently asked questions.

Paypal account holders in the Ukraine can now receive payments with the recent change of policy, but they are restricted to receiving only friends/family payments as per link and withdraw as per link.

You still can't do commercial transactions and receive goods/services payments.

I know that I can send money to friends/family. I've received a payment from my friend and now I want to withdraw that money to my linked ZEN card, but I constantly see transactions denied by Paypal.
Also Paypal sends me emails like: "Your transfer could not be completed

We're sorry but we were unable to approve your request to transfer $10.00 USD to your card. You will see the funds and any fees reflected back in your PayPal balance.

If your card has not been updated in a while, please update your card information and try again. Or, you may also select a different account to transfer your funds to."

I don't seem to have access to the article you mentioned.
