Hi Turquoisesky!
I am so sorry to hear you have not received your merchandise, and that the seller/merchant is not fulfilling the end of the purchase.
We usually encourage buyers to wait 7-10 days to file a dispute, but you have up to 45 days to file a dispute through eBay or PayPal for merchandise you have not received or merchandise you received that was not as described.
Here’s how to open a dispute:
Log in to your PayPal account.
Click “Resolution Center.”
Click “Dispute a Transaction.”
Select “Item Dispute,” then click “Continue.”
Click “Find Transaction ID.”
Click the Transaction ID next to the transaction you want to dispute, then click “Continue.”
After you opened a dispute, you have 20 days to communicate with the seller. Disputes automatically close after 20 days. If you can’t resolve the problem, you can ask us to investigate by escalating your dispute to a claim. We won't investigate disputes filed after 45 days, but we will take note of your problem.
I truly hope you do receive your merchandise. I hope this information is helpful.
Amy
