Thank you both for your posts!   PayPal offers both buyer and seller protection.    As a seller if a buyer states they did not receive the item, you must provide tracking information to confirm that merchandise was delivered to them.  From the post it sounds like you received money from a buyer, but did not sell anything? Thank you both for your posts, and being new community members!   I understand the frustration both of you are facing.. As sellers we take pride in what we sell to make sure it is sent out exactly as described, and to list it with the best descriptions.   However, disputes, claims, and buyer dissatisfaction can happen.  It sounds like the one castingglance had, could be a possible pattern for the buyer.  If it is a pattern it will be looked at by both PayPal and eBay.   PayPal does offer seller protection as we want to protect both the buyers and the sellers.   However, seller protection does not currently cover not as described items.  Please review the seller protection here: https://www.paypal.com/sellerprotection.   We appreciate both of you and your business.    Amy  ... Hi Matita!   I am so sorry to hear that the merchandise you received arrived damaged.    I am happy that the seller is attempting to work with you, however as the buyer you should not be responsible for the PayPal fee that the seller was charged to receive the payment.   If you file a claim with PayPal or eBay you more than likely will be asked to return the merchandise for a full refund.  If you have to return the merchandise, you will be responsible for return shipping costs, but will receive the full amount you paid the seller.  As the buyer you do have 100% protection.   If you are going to file a claim remember you only have 45 days from the date of the transaction.   I always say.. Go with your gut. If you feel there could be issues, then I would file a claim for the protection.   I hope this helps.   Amy ... View more

Hi PGH_FaTaL!   Thank you for using PayPal and becoming a new account holder!!!   When you say you added your visa card with money on it, are you referring to a prepaid visa card?  Is the card itself not showing as an available payment option, or is the money you have on the card not showing up in your PayPal account?   Please clarify so we can address your question with additional information.   Amy ... Hi KevinSW!   O my!!  Was the claim filed with eBay or PayPal? Have you communicated with eBay or PayPal (depending on who the claim was originally filed with) to inform them that the merchandise you received is not the original merchandise that you sent to the buyer?   I would encourage you to communicate this with eBay or PayPal and start an appeal process of the claim that was filed against you.    Amy ... Hi mardi!   Having a chargeback filed against you can be very frustrating.  A chargeback that is filed against you is different than a PayPal dispute in the way that we are dealing directly with the buyer's credit card company.  The credit card company is the sole decision maker with these.    PayPal will receive dispute information from them, and dispute on the seller's behalf, but due to credit card regulations, they are very lengthy..  If a buyer files a dispute through PayPal and calls PayPal to cancel the dispute, it is closed immediately.  If the buyer calls the credit card company to cancel the dispute, PayPal must still wait until we receive a response directly from the credit card company that the dispute is canceled and they are not crediting the buyer.   I am so sorry that you are going through this.   I hope this helps clarify why the issue has not fully been resolved.   Amy ... Hi Turquoisesky!   I am so sorry to hear you have not received your merchandise, and that the seller/merchant is not fulfilling the end of the purchase.   We usually encourage buyers to wait 7-10 days to file a dispute, but you have up to 45 days to file a dispute through eBay or PayPal for merchandise you have not received or merchandise you received that was not as described.   Here’s how to open a dispute: Log in to your PayPal account. Click “Resolution Center.” Click “Dispute a Transaction.” Select “Item Dispute,” then click “Continue.” Click “Find Transaction ID.” Click the Transaction ID next to the transaction you want to dispute, then click “Continue.” After you opened a dispute, you have 20 days to communicate with the seller. Disputes automatically close after 20 days. If you can’t resolve the problem, you can ask us to investigate by escalating your dispute to a claim.
