I understand that you're unable to link your bank account post 180 days as you have received notification about the withdrawal and I know this can be concerning. For this situation, the only option is to contact PayPal customer Support team through the available contact options on our website and request to lift the limitation from the account manually as you have been notified that you should be able to use your account. Once the process to remove the limitation gets completed, you much be able to add the bank. You can contact the team by clicking the "Contact us" option at the bottom of PayPal page. Support is also available through Facebook by sending PM, Twitter and Instagram on DM.
