Cheated by CEX, no refund,no item, anyone can help me?

've used paypal to buy a mobilephone on31/10/2012 from CEX(webuy) and still no items and refund. At begining, they want to get item back and refund me(make it being longer than 45days) and now they said"being process or complete shortly" but still nothing happened. Could I request Paypal to re-opened the case again or contact bank manager for help?

Never let it go passed 45 days, even if you file and then have to close the claim or re-pay the seller.
Paypal won't help you now but if you funded your payment with a card contact your card issuer and see if they will help you.
If your seller is a business then you have rights under DSR regs and can contact trading standards for advice.
Advice is voluntary.
