I know that this issue is popular in a community and it was kind of “solved”, but it’s not solved for me. After connecting 2 new cards and entering security digits sent by PayPal security transaction to my bank account, transfer option still doesn’t work. 2 weeks already passed after that. Though I have already one card which allows me to withdraw money. But I need 2 new cards to work properly.

Well, I'm a citizen of Kazakhstan. Account is registered in Kazakhstan. I have 3 cards connected to my PayPal. 1 works perfectly for many years (and works now), but expires soon, so I decided to add 2 more. So this 2 new cards were added more than 3 weeks already. Somehow I managed to transfer small amounts to each card only once (when I connected them, I made this transactions as a test), but from that time this function doesn't work until now. Right now I'm in Georgia (a country) traveling. If it matters.
