Think you have been scammed.
You never pay any upfront fee as a seller.
Ignore scammers that send fake Paypal emails telling you that you need to pay an upfront fee to verify/upgrade/or any other reason to 'accept' a payment.
You would certainly never have to send funds via another payment processor/bitcoins/ or tokens/vouchers of any sort.
Any fee is auto deducted by Paypal at the same instant the remainder of the payment is credited to your Paypal account balance.
No funds in your balance = you have not yet been paid, even pending/held payments will still show in your Paypal account activity.

If you are receiving money then you must be selling something surely?
Also you do not pay withdrawal or any other type of fee upfront, any fee is deducted from your buyers payment and immediately shows in your paypal balance.
Not sure who your 'assistant online' was but if there were links in an email or a phone number to speak to someone on that email then you would be talking to the scammers.
Apart from that estimates are NOT payments.

ok if you think its fine then go ahead but as far as paypal is concerned you do not have to pay upfront fees.
If that is something between you and him to do with his business then that is another matter but sure as heck sounded like a scam to me.
