Sent Money To The Wrong Email VIA Friends And Family... HELP!!!

Help! I was attempting to send some money to my brother's PayPal account. I used what I had available in my PayPal balance and unfortunately he never received the money. When this was brought to my attention I immediately logged into my PayPal account and realized I had made a mistake and sent these funds to the incorrect email. The transaction says "COMPLETE" so I was unable to try and cancel this transaction.
I have tried contacting this person by messaging them through PayPal with no success as I have still not received a response and/or refunded the money by them.
What can be done to get my money back?

Sadly if you sent using friends/family you only have 2 options.
1. Contact customer services and ask them to reach out to the recipient for you, sometimes that encourages a refund BUT customer services can't force them to do so.
2. If you funded your paypal payment via a credit card then see if they will chargeback for you, but sadly they may decline as well as it was not a goods/services payment.
Advice is voluntary.
