question about disputes

i found a website selling a xbox s consle for 72$  *very suspicious i know*  will paypal disputes cover it 

complaints i have found online mostly include not getting the item  and false tracking info givien  and wrong item 

would disputes cover these 3 things  

the website in question is claiming xmas in july sale for its low price 

it has the security cert and https with the lock next to the link

most of the post about it good and bad have 1 to 3 post to there acct
