Any idea on how to reverse this transaction charge that was forced on my account?

A while back, some [Removed] tried to send me money and then later asked for a refund after I DIDN’T accept the money. Apparently, the scammer made some form of chargeback and for whatever reason, I’m the one that got stuck with a $15 transaction fee. Looking to find out what recourse I have since customer service has been absolutely useless thus far. I don’t appreciate being robbed by PayPal.

A chargeback is not done by paypal, its done by a buyers credit card company because they funded their paypal payment that way.
If the chargeback succeeds the you pay the $15 fee.
Advice is voluntary.
