Hello everyone, thanks for joining in on PayPal's Community Forum. I can certainly understand how it can be frustrating when a purchase doesn't go quite as you had expected. Normally, if an item arrives that doesn't match the description of what you purchased, PayPal will help as much as possible.
@Chickie80, @Sparky38, I understand you'd like to know what PayPal plans to do in situations like these to the merchant. Per our Privacy Agreements, we do not share our findings nor do we share what actions we take regarding any specific buyer or merchant. However, I can say PayPal reviews not only the transaction but all parties in the transaction during every dispute to make sure we are providing the safest payment processing as possible.
@805eb101, returning an item to the seller is standard part of disputes and returns process. If a case is decided in the buyer's favor, we normally ask they return the item to the seller within 10 days and let us know the tracking number and shipping company. During that returns process, we do ask the merchant where the merchant would like their item returned to, which is normally where the item has shipped from. Some merchants may offer a return shipping label, however they are not required to offer one.
With all that in mind, the best way to avoid situations like this is to research the merchant as best you can along with their return policies and any reviews you can find on them.
My apologies for any inconvenience this has caused. I wish you all the best with your cases, and please don't hesitate to contact our Customer Support teams if you have any questions on your case.

I appreciate your response PayPal_JonK I understand the need for privacy not just for the subscribers but merchants as well. However. BTCL’s habitual practice to overcharge consumer's by approximately $10 for each transaction, is deceitful. It’s clear BTCL hopes consumers won’t catch their theft. You’ll get your approximately $10 refund only IF the purchaser complains and advises BTCL that a complaint has been filed w. PayPal and/or the BBB. When I first initiated my complaint w. BTCL made my first contacted BTCL w. my complaint regarding the overcharge, my order was in ‘processing’. It was in the initial contact that I demanded BTCL cancel my order and give me a full refund. What’s interesting is that BTCL did refund me the overcharge, but blatantly ignored my demand to cancel the order and to give me a full refund. They ignored me, bounced me around to their multiple departments. In the meantime, the order shipped; which is exactly what BTCL wanted. BTCL then advised me that unfortunately the order shipped and they couldn’t process my request to cancel and refund my payment. It was very soon after the order had shipped, PayPal contacted me saying BTCL had refunded me (via PayPal), and the my complaint case would be closed. I responded to PayPal advising the complaint was not satisfied & to please keep my claim open. To date, I haven received a reply from PayPal. PayPal is used Worldwide. Consumers trust PayPal professionalism to facilitate payments from the consumers to the vendors. If a vendor consistently cheats consumers, play email pingpong employing a delay tactics so when a consumer’s valid request to cancel an order that is still ‘processing’ and provide the consumers w. a full refund, BTCL can say, “we can’t cancel or refund you bc your order has shipped”, is unacceptable, deceptive and diminishes a consumers trust with PayPal. I would think w. constant complaints to PayPal, BTCL is all out of ‘get out of jail card’s, and will be expelled for lifefrom PayPal
