How to cancel a pre-authorization when the Merchant refuses to reply?

I made an order online with a merchant through PayPal which resulted in a pre-authorization for the full balance, and they will charge as items are processed. Sadly only one out of the three items ever got processed and all of them were supposed to be in stock at the time of purchase otherwise I would not have even ordered from them. The merchant's online system appears broken, my order history doesn't work on their site, but I still have emails, and those other two products are now out of stock. Since these are USED ELECTRONIC ITEMS they will only come in stock if a seller brings those exact items to the store for them to resell. I did receive one of the items but I have not been able to reach the merchant by phone or email and want the pre-authorization removed as I've taken my business else where. Many people online have had this same problem with this merchant which I found out post-ordering.

 

Am I forced to wait 30 days for this to drop off? I see no way to dispute this or get PayPal to remove the pre-authorization for the remaining order which is unlikely to be fulfilled and which I've already ordered from another source. I don't want them to send me anything or charge anything going forward. I think this is a bit odd that there is no way to dispute this especially when merchants refuse to communicate with the buyer.

When you pay a company then it is often pending or awaiting authorisation until that company processes your order and captures the pending payment.

If they don't process the order and capture that payment then the pending status times out at 30 days post-payment and returns back to your funding source.

PayPal should really have a way to remove and dispute this. In my particular case the "agreement" and intention was to buy three items that were in stock, not to leave an open window for 30 days or how ever long where I'm unable to move forward with another merchant because this merchant could not fulfill their obligation due to a poor inventory and online system. This is even more of a headache when such merchants refuse to reply to phone calls or emails which means if you're looking to get product for a job you're going to be forced to find another merchant, and hope the first merchant doesn't send product after the fact.

 

So I assume the answer is wait 30 days for the pre-authorization to drop off. Even if part of the authorization has been billed will it still fully drop off? I don't want this merchant billing me after, otherwise I'll have to call my Credit Card and just block PayPal all together. The merchant dropped the ball here and should not be allowed to resume any pre-authorization agreement.
