Is tracked/delivered shipping not enough for a seller to win a “proof of delivery” case?

A buyer purchased an item with PayPal Good’s and Services. I safely packaged everything, and safely shipped everything to the buyer. I had tracking and it states that the item was delivered at the buyers doorstep. The buyer stated that they did not receive the item. I provided tracking and everything to PayPal, but I somehow lost the dispute. Is this common? Is it really this easy for a buyer to just simply state that they did not receive an item and get a full refund, even when the item is delivered? This is terrifying as a seller and steers me away from willing to do Good’s and Services in the future. I’m beyond disappointed because I have done absolutely everything correctly and am still out of pocket on this issue.

Did you use one of paypals supported carriers + does tracking show 'online' that the item was delivered?

If so then appeal?

 

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.
Or
4. Have you considered contacting Customer Service via Facebook or Twitter?

Yes, I used USPS, online it shows that it was delivered. I did appeal and I provided the tracking showing that it went to the buyers doorstep. The appeal at first said that it was in my favor and that no further action was required, then 12 hours later, I got an email saying that they sided with the buyer because “ We were unable to grant your appeal with the information you provided. It was not granted because we did not receive valid proof that the item was delivered to the buyer.”
