confirm receipt button doesn't show up 4 days after transection

the transaction marked as “Processed” from the Recipient side since this is digital product and doesn't need shipping . and now he asking me to ‘confirm receipt’ but the button doesn't show up like it used to be 48 hours after . now it's almost 4 days and still doesn't show up when i click the original payment for the item it's just not there

did PayPal change it's policy regarding this and now forcing 21 day hold ?

Check both the app and website for confirm receipt option.

If not available still, the recipient will receive the money on the date (if there is one displayed) that PayPal says money will be released in their transaction details or after 21 days. For some cases, the button is not available because the transaction is high risk or didn’t pass their internal security checks.
