I was charged 5.95% on a transaction. Any idea why PayPal is taking such a huge fee?

I know that PayPal recently raised fees, but I was charged $1.19 on a $20 transaction, which is 5.95%. Anyone know what caused the fee to be so high?

The fee amount for goods and services payments is correct due to the increase in fees.
If sending $20, the amount that will go to *fees is $1.19 and the recipient will receive $18.81. That's 5.95% going to fees, effectively.
* Using Domestic fee rate of 3.49% + $.49 (Invoicing, PayPal Checkout, Venmo), up from 2.9% + $.30 since 8/2/2021
