Hope you weren't buying an item because scammers often tell you to use the friends/family option to send the money knowing that they can pretend to not receive it or account limited knowing there is nothing you can do about it.
If you paid via goods/services you would be able to open a dispute for non receipt of item regardless of whether his account had a limitation and 180 days ban on withdrawal of the funds. That ban only affects him, you would still have buyer protection.
However if you paid using friends/family then you sent a gift of money and negated your buyer protection?
