Negative balance

I paid a negative balance and now they want me to pay more. This has been going on for a year now and I’ve been told multiple times, it’s handled. I paid the full amount on September 9th and got an email today that I owe more. I’ve asked to expedite this and I’ve been on hold for 30 mins with no one answering my call. Absolute horrible customer service when I’ve had to call every other week for a year and my issue is still not resolved.
