Why is bath and body saying I need to update my PayPal information?

“Oops! Some of your PayPal information needs to be updated before checkout. Remove any special characters from your name. Remove any special characters from your shipping address. Make sure your shipping address is located within the United States, Puerto Rico, U.S. territories or Canada. Item(s) in your bag cannot be shipped due to restrictions to the provided address.” All my information is up to date and I have no special characters.

I did reach out to BBW as the process does seem to go through on Paypal's end. Unfortunately, their support was utterly useless. The CSR didn't even know that you go straight into a waiting to shop queue as soon as you hit the BBW page. Long story short they had me try clearing my browsing data for "all time", which subsequently cleared my shopping session cookie and threw me back in the waiting to shop queue. Found a kind of work around that at least let me get logged back in to my account out on BBW to see that items were still in my cart, still had to wait the umpteen minutes until my shopping turn came up again in order to even attempt to process the order, which failed yet again and resulted in yet another pending authorization out at PayPal.
I now have a plethora of pending authorizations sitting out in my PayPal account, but BBW just re-presents that error message every time that I go through the process trying to check out using the Pay in 4 option presented at the BBW site.

I'm sorry to hear you're all unable to make a purchase through Bath and Body Works. From the error messages you're receiving, it sounds to me like there's a connection issue between Bath and Body Works and PayPal. This could be an integration issue that Bath and Body Works has to investigate, but it might be something smaller, such as an internet issue.
I have a few troubleshooting steps that will hopefully help. Clearing cache and cookies, as @willy_wils_will mentioned, is one of them. I also recommend restarting your preferred device to ensure there's a strong internet connection. Restarting your router, if possible, could also help. If that doesn't work, I'd try a different web browser. If the issue persists, please reach out to Customer Support here to see if any payment declines are showing on your account.
