can't send money, or delete my old visa

Hello, i recieved a payment on my paypal account, i can't send it to my bank account and i can't send it to another paypal account it keep says that i have to send it from my visa and my visa is not available,it's old , i can't delete it or add another one and i can't contact support.can any one help me?
